As an international sportsprogram Special Olympics has created these rules based upon Federation Internationale de Football Association (FIFA) rules forfootball (soccer). FIFA rules shall be employed except when they are in conflict with the Official Special Olympics Sports Rules. Insuch cases the Official Special Olympics Sports Rules shall apply.An athlete with Down syndrome who has been diagnosed with Atlantoaxial Instability may not participate in football (soccer)events.SECTION A OFFICIAL EVENTS1. 11aside Team Competition according to FIFA rules2. 5aside Team (outdoor)3. Futsal Competition according to FIFA rules4. 7aside Team (outdoor)5. Unified Sports11aside Team Competition6. Unified Sports 5aside Team Competition7. Unified Sports 7aside Team CompetitionThe following event provides meaningful competition for athletes with lower ability levels:8. Individual Skills Competition (ISC)SECTION B DIVISIONING1. Teams may be divisioned according to a Team Skills Assessment submitted prior to the competition and by an onsite classification round.2. In the classification rounds teams will play a minimum of two evaluation games of at least eight minutes (5aside) or fifteenminutes (11aside).3. The Divisioning Committee shall ensure that all goalkeepers are adequately assessed.SECTION C RULES OF COMPETITION1. 11aside Football11aside play is based on the current rules published by FIFA with the following modifications.a.
