Do Nonresident Fathers Who Pay Child Support Visit Their Children More?Page 1IntroductionIn 1996 the Personal Responsibility andWork Opportunity Reconciliation Act(PRWORA) strengthened child supportenforcement laws and increased penaltiesfor nonpayment of child support.PRWORArequired states to improveautomation of child support collection systems gave states the authority to suspenddrivers occupational and recreationallicenses for nonpayment of support andrequired states to expand their voluntarypaternity establishment programs. Nonresident fathers particularly lowincome fathers are increasingly likely to bepursued in the expanding child supportenforcement effort. This enforcement hasincreased the collection of child supportespecially for children born out of wedlock(Freeman and Waldfogel 1998). At thesame time child support enforcement hashad the unanticipated consequence ofaffecting several family behaviors.Increased child support enforcement hasbeen linked to lower rates of nonmaritalchildbearing (Case 1998) remarriage(Bloom Conrad and Miller 1998) anddivorce (Nixon 1996). In this brief we examine the relationship between increased child supportenforcement and frequency of visitationbetween children and their nonresidentfathers. Children who live apart from theirfathers are at a greater risk of living inpoverty having low academic achievement and exhibiting behavioral problems.Frequent contact between children andtheir nonresident fathers can protect children from some of the negative consequences of parental separation. Severalrecent studies have shown that more frequent contact with nonresident fathers islinked to childrens greater emotional wellbeing and academic success (Amato andGilbreth 1999; Perloff and Buckner 1996;Coley 1998). Children often desire morecontact with their nonresident fathers.
